In conversation with Oscar Garza, President of the Mexico Insurtech Association, on the rapid growth of Mexico’s InsurTech ecosystem, its strategic partnership with InsurTech Israel, and the road ahead as the industry prepares for the Mexico Insurtech Summit 2026.
Mexico has become one of the most dynamic InsurTech markets in Latin America, combining a large insurance market, growing digital adoption, an expanding startup ecosystem and increasing collaboration between insurers and technology companies.
For InsurTech Israel, Mexico has also become an important strategic partner. Over the past several years, our collaboration with the Mexico Insurtech Association has expanded through our Global Program, international activities, startup connections, knowledge exchange and opportunities connecting the Israeli and Mexican ecosystems.
Ahead of the Mexico Insurtech Summit 2026, taking place in Mexico City on September 17, we spoke with Oscar Garza, President of the Mexico Insurtech Association, about the development of the Mexican ecosystem, the partnership with InsurTech Israel, the opportunities for international startups and what to expect from one of Latin America’s major InsurTech gatherings.
InsurTech Israel and the Mexico Insurtech Association have built a strong relationship over the years. How would you describe this collaboration, and what value do international partnerships like this bring to the global InsurTech ecosystem?
The collaboration between InsurTech Israel and the Mexico Insurtech Association (AIM) is best described as a strategic, symbiotic bridge connecting cutting-edge deep tech with immense market scale.
Israel serves as a global incubator for advanced capabilities in AI-driven underwriting, fraud detection and automated claims processing, while Mexico represents one of Latin America’s largest and most dynamic insurance markets.
By establishing direct channels for knowledge exchange, joint initiatives, startup soft-landing programs, the Global Program and roadshows, this partnership allows Israeli technology providers to navigate Mexican regulatory and market dynamics while giving Mexican carriers and InsurTechs direct access to global technology and expansion opportunities.
The Mexico Insurtech Association has become an important partner in our Global Program. How do you see this collaboration evolving, and what opportunities does it create for startups from both ecosystems?
In the coming years, this collaboration is poised to evolve from high-level knowledge sharing into deeper operational integration, focusing on structured soft-landing programs, joint pilot initiatives and investment frameworks.
For Israeli InsurTechs, this alliance offers a gateway to test, adapt and scale advanced AI, telematics and fraud-detection technologies within Mexico’s rapidly growing and digitally receptive market.
At the same time, Mexican InsurTechs are focused on technologies that improve efficiency and enable new product lines to increase market penetration. The Global Program provides them with a gateway for international expansion and access to best practices in leading markets.
Ultimately, this creates a powerful two-way corridor, enabling startups from both ecosystems to develop high-impact solutions that accelerate digital transformation and financial inclusion across Latin America and beyond.
In September, Mexico will host the Mexico Insurtech Summit. What can participants expect this year?
This year’s Mexico Insurtech Summit will take place on September 17 in Mexico City.
The event is structured around three main areas. The Main Stage will address topics including data architecture, parametric insurance, hyper-personalization, the Mexican market outlook, InsurTech and claims technology.
The Pitch Stage will showcase innovative InsurTech companies across areas including enablement, distribution, investment and risk capacity, while the Workshop Stage will provide an interactive environment where attendees can gain hands-on experience with emerging technologies.
The Summit has grown significantly. Who attends, and why has it become such an important meeting point for the industry?
The Summit has developed into a major gathering for technology and innovation in the Mexican insurance market.
This year, we expect more than 1,800 industry leaders, including insurers, reinsurers, investors, brokers, adjusters and InsurTech entrepreneurs.
The audience represents the entire ecosystem – from C-level executives and founders to innovation, affinity and operational leaders who are actively shaping the future of the market.
Why should international InsurTech companies looking at Latin America consider Mexico?
Mexico stands out as a strategic hub for international InsurTech expansion because of the combination of a significant protection gap, rapid digital adoption and an evolving regulatory environment.
As one of Latin America’s largest InsurTech ecosystems, Mexico presents a substantial opportunity driven by relatively low insurance penetration and a technology-oriented population increasingly demanding mobile-first insurance products and better customer experiences.
Mexico also offers international companies an opportunity to validate business models and deploy technologies such as AI, telematics and digital distribution before expanding further across Spanish-speaking Latin America.
You are entering the final phase of your term as President of the Mexico Insurtech Association. What are you most proud of, and what legacy would you like to leave?
I am most proud of how we consolidated the Mexico Insurtech Association into a high-impact catalyst for market transformation and global collaboration.
We grew our ecosystem from 70 companies to 135, scaled our annual Summit from around 200 attendees to nearly 1,800 international industry participants, built important cross-border bridges with ecosystems such as Israel, and strengthened strategic alignment between traditional insurers, regulators and high-growth technology startups.
Looking ahead, the legacy I want to leave is a resilient, future-ready association anchored in financial inclusion, greater insurance penetration, better products and continuous innovation.
My vision is for Mexico to become a benchmark for closing Latin America’s protection gap through areas such as embedded finance, parametric insurance and data-driven underwriting.
By institutionalizing cross-border knowledge exchange, nurturing local talent and maintaining proactive dialogue with regulators, we are building a foundation that can continue driving digital transformation across Mexico and the broader region for years to come.
Looking ahead
The relationship between InsurTech Israel and the Mexico Insurtech Association demonstrates what can happen when two ecosystems with different strengths work together: technology and global innovation on one side, and market scale, local knowledge and significant growth potential on the other.
As our joint activities continue to expand, we see Mexico not only as an important destination for Israeli InsurTech companies, but also as a strategic partner in building stronger connections between the Israeli, Mexican and wider Latin American insurance innovation ecosystems.
